Why do several games that are made in Japan that use motion capture hire non Japanese actors?-UNR

I was reminded of Death Stranding a while ago and noticed that most of the actors are not from Japan. At first I thought that it was only done because they got actors who are pretty famous such as Norman Reedus. Then I played Devil May Cry 5 and the actors were also not Japanese. Nobody really noteworthy enough to be named in commercials yet they were chosen over mainland actors. My logic is that that if you’re making a game in Japan, it’d be easier to hire actors from Japan. Maybe I’m missing something but I just find it odd.
