We have no reason to assume that it's a horror game. It isn't Silent Hills: there's a little thing called IP. Kojima wouldn't create an entire world and then throw it away. That's absurd. He called it a new "genre". It's not a genre if it's only one game.
There is so much to build upon from the first one. The amount of possible mechanics they can add and refine and how many more stories they can tell. Its world is so unique that it would be foolish to disregard it.
Guillermo del Toro will be in The Game Awards. Kojima showed up at Summer Game Fest. Sony patented Death Stranding mechanics a few days ago. It doesn't mean much that much, but it gives us a hint that maybe something is going on.
Something else that's noteworthy, is that it's been two years since the release of DS. If they have something to announce, it's obvious that they will announce it at TGA. Reedus said DS2 is in "negotiations".
I am 95% sure that the next game Kojima Productions releases will be one set in the Death Stranding universe. It would make sense if they announced it tomorrow.
