There’s no official confirmation —
And there honestly hasn’t ever been, for any of its appearances (a tease here, a ‘Kojima will reportedly attend’ or ‘Decima engine showcase confirmed’ there) except if you consider heavy implication and previous patterns as proof:
Geoff Keighley and Kojima preparing for something at a ‘secret meeting’ they live streamed on Instagram...
...preceded and followed by a series of hang-outs/performance capture sessions with Norman Reedus...
...also Geoff hosts E3 Coliseum, an exhibition event that is open to the public. This could suggest an interview and an announcement.
Geoff is also a mainstay at E3 — he hosts his own interview series, ‘YouTube Live At E3 every year...
...besides that, we have a shaky-but-more-likely-to-be-true-than-not ‘on and off’ theory;
Death Stranding was announced at E3 2016
(And had a second trailer the same year at The Game Awards 2016 in December),
which falls under the category of ‘Significant E3 appearance’ (‘On’).
Then E3 2017 came around and, no-show. (‘Off’),
E3 2018, both as a PR thing (to avoid the ‘Why is Kojima avoiding E3?’ Headlines), seems likely for an ‘On’ appearance based on this.
