All I remember is the radio saying that several fathers killed their families and Norman Reedus' character (whose name we will never know due to the game's cancellation) was in a house of one of these fathers
My theory is that Norman Reedus' character somehow and for some reason that we will never know, entered Silent Hills and went through one of the many experiences that were there, different From the silent Hill of the previous games that represented the personal hell of just one person (James from sh2 for example) the silent Hill of this game would represent the hell of several different people in One city alone I don't think Norman Reedus' character has anything to do with Lisa's family history, I think he just fell there by accident and that's why Lisa chases him and kills him, because he's an "invader"
