Are Silent Hills and Zone of The Enders 2 part of the Metal Gear universe?-UNR

I've noticed Z.o.e 2 boxes and posters in MGS2 for over two decades and always assumed it's just Easter eggs due to it being a game Kojima produced and was released around the same time. I remember, from all the Easter eggs renting it back in the day (back when rentals were a thing) kinda enjoying it, but only really remember floating around over a city.

Seen it on sale recently and went to look on YouTube to see what's been said about it and stumbled across a video that lay claim apparently there are those within the fanbase who believe it's actually set within the metal gear universe, way into the future.

After seeing that I continue with my annual metal gear marathon and again begin to notice posters of it again, one as a background on the computers in the nomad and others in Hal's room at Shadow Moses , covering up the previous Policenaughts picture.

Found it strange, and how similar the suit of the character in the poster is to what Raiden became.

So wanted to get some thoughts on this and any videos/links to info on this topic.

Secondly though, is also discovering the Operation Intrude N313 tape at the end of the Phantom Pain is a data cassette that contains the MSX murder mystery game Portopia.

Strangely enough someone posted about Silent Hills recently with how much of an undercover cop/detective Norman Reedus seemed at the end of the P.T demo, and I'd agree to that.

Perhaps just chasing shadows but it's a very specific choice to have that data at the ending of the game, about a murder mystery, with a cancelled title that also seemed to be about a mysterious murder, one whose strange radio transmissions can be heard within the levels of TPP.

Has anyone ever spoke about this? It seems just too pivitol a moment in the game, the finale of the game, the series and kojima working there to just randomly without any real reason leave an Easter egg to a game he likes.

Considering how meticulous he is with the details, and how much this plays a role in his games, I'd have to assume there is some reason and purpose behind it.

Does anyone have any thoughts, has anything come to light over the past 8 years? What are your theories? What can be debunked outright
