I really loved DS1, but if I were to have one complaint, it would be Sam being used as an exposition device. It always felt like Sam was just a vessel for other characters to explain everything about the Death Stranding to the player and Sam didn't get to do much on his end. But I feel like that really changed in DS2.
Sam is more commanding and forward in this game. He initiates conversation and is alot more interactive when it comes to dialogue. It is honestly great character development. Going from a reclusive that hated human contact to being much more open and has no issues with being close to someone.
Norman Reedus got to work with a lot more this game, and he's doing a great job.
