The film begins with a flashback: The night of Fizzarolli's 16th birthday, Blitzo (Ian Armitige) is tasked by his father Cash Buckzo (Dennis Leary) to get the fireworks for the occasion. However, one thing leads to another and Blitzo and Wally Wackford end up crashing into each other, causing a massive explosion that leaves Blitzo heavily scarred and Fizzarolli (Jackson Robert Scott) a mess, as he loses his arms, legs and horns. Blitzo runs away, not aware that Fizz survived.
A few days later, Blitz (having ditched the "O" from his name, as he doesn't want to remember the explosion that destroyed his old home at Buckzo's circus) is living on the streets, he gets attacked by some punk-ish hellhounds, but is ultimately saved by Striker (Norman Reedus), who takes him in.
For the next 6 years, Blitz trains under Striker to become an assassin, whilst also beginning a relationship with Striker's daughter Verosika Mayday (Annaka Fourneret). We then cut to present day, as a now-adult Blitz (Ryan Reynolds) returns to his home in IMP City and starts up a new business called "Immediate Murder Professionals", also known as I.M.P., however, the business initially doesn't do too well due to Blitz being the only person involved with the company, making targets harder to manage.
Eventually, Blitz meets Moxxie (Michael Cera), an imp from the infamous Knolastname crime family, Moxxie ends up joining I.M.P. and we get a montage of the two of them assassinating targets. Meanwhile, Striker sees I.M.P.'s success and decides that it is time for him to make his presence known to Hell. He, with the assistance of some of his cronies, breaks into Blitz and Moxxie's shared apartment (also the base for I.M.P.), and tries to have them killed in their sleep. However, Blitz and Moxxie wake up just in the nick of time and manage to narrowly escape certain death.
The two imp's decide to lay low for a while, and end up staying at a nearby diner, where they meet Millie (Anna Kendrick), who Moxxie falls for almost immediately. Explaining the situation, Millie joins imp and they plan out an attack on Striker's base. However, the attack goes sideways, as Striker's goons overwhelm them, Moxxie and Millie are imprisoned and Blitz is taken to see Striker.
Striker reveals to Blitz that he plans to have him take over his empire and that all the attempts at killing him were just a means to see if Blitz was "worthy", Blitz refuses, angering Striker, and the two begin to fight. Meanwhile, Moxxie and Millie meet Striker's adopted hellhound daughter Loona (Zendaya Coleman), who reluctantly helps them escape.
The fight between Blitz and Striker escalates onto a train, as Blitz tells Striker that, no matter what, he will never be like him. Striker attempts to kill Blitz with his trusty angelic dagger, only for his own daughter to betray him and throw him off the train, sending Striker plummeting to his death.
Blitz adopts Loona, Moxxie asks Millie out and she agrees, and the I.M.P. crew has finally formed.
In a post-credits scene, Blitz gets a call from a mysterious number he doesn't recognize, after hearing the voice on the other end, he says "Stolas?" as the film fades to black.
