Norman Reedus is a huge A list star, and his buddy Del Toro told him when this guy calls you up and asks you to work on a project just say yes.
Del Toro gave Norman his SAG card years ago, so based on his trust he said yes. To working with Kojima on something and P.T. was made.
That didn't happen, Kojima had a more ambitious idea for a game and asked Norman again to do this one, and Norman even said this was a way better project. By getting Norma onboard it was the clout and starpower to allow this entire game to come into Sony supported the project after that was secured would be my guess.
Which is just awesome and amazing, that Sony supported this to begin with. I wouldn't be Surprised if Kojima Productions become a Sony studio before the next fiscal year.
