It’s already agreed upon within the community that the plural wasn’t referring to the Fog world and the Otherworld, but referring to the different versions of the town other people see, otherwise all the games should’ve had the S.
The assumption is that Norman’s character was going to have the very unique ability of viewing the town from other people’s perspective, the demo was evidence of this, the world was treating Norman as if he was the father despite him looking nothing like the father in the family pictures, and his age and attire contradicting the 70s setting.
But why/how did he have this ability? We never saw anything like it in any of the games or the comics (As far as I know). This question bugged me for a while, and the answer was too obvious, I was just looking at it too hard.
The reason it was called Silent Hills was because the game was going to have more than one protagonist, with Norman being the main one. Probably inspired by Siren: Blood Curse, which had 8 protagonists if I remember correctly (Think Howard Wright in Siren = Norman Reedus in this situation).
Each character would experience a different Silent Hill, with different monsters/nightmares presented to them respectively. This would’ve been a fresh, fun idea to add the franchise and would’ve made more sense to be in this game rather than Siren.
How do I explain what happened in the Demo? Kojima himself said the demo had nothing to do with the full game. Another theory even states that Norman’s character model was a placeholder for the husband.
This is the only explanation I can come up with, sorry if someone already theorized this, hopefully it brings some closure to the name.
