Until we get to the war, its never over. So right after T2, T3 would start with a Legion© Rev-1 showing up at the bar and being destroyed by Sarah with a rocket launcher (Rev 1s are easy to spot, rubber skin). Sarah, realizing Judgment day is inevitable no matter how many Skynets they destroy, continues preparing John to be the leader of the resistance. The movie then jumps 20 years where we see a grown up John (Christian Bale?, Norman Reedus?) but this time preventing Skynet from going back in time, and winning the war permanently. End of story. End of trilogy.

Also, the T800 in T2 said judgement day is inevitable so Cameron must of thought T2 wasnt the end. He anticipated more sequels.
